Converting dcmd to zcmd

If you are using 0.3 server and ZCMD than OnPlayerCommandText is not called so we have two callback's
OnPlayerCommandPerformed(playerid, cmdtext[], success)
and
OnPlayerCommandReceived(playerid, cmdtext[])
