About the banning:
I doubt they completely change all ranges.
So, you have 3 options:
Ban their name(s). (if they keep using the same ones)((requires custom ban system))
Ban their ip range(s). (note that others may be unable to join if they are caught in the rangeban)
Keep banning them.
