Okay, this could be a long shot - but try allowing DirectX drivers administrative privelleges. I personally don't have Windows 7 (for this reason - it's unstable with SAMP) - but just try it. It's never been suggested before (or at least in my SAMP lifetime anyway) - but its worth a shot?
