Try to change your player name sometimes it helps, dont know why. I had the same problem till i changed it, played a while and returned to it. Althoug all cheats other programs may cause it, e.g. xfire, fraps, skype - usually for my friend it causes some crashs. Although dont quit sa-mp while it is loading ( do not close client )

Edit: ANd, make sure oyu rename your GTA sa dictionary to something different e.g. GTA San Andreas 2, mygta, then reinstall sa-mp
