Register on your server first, then goto the scriptfiles folder on your SAMP server folder, and then go onto the users folder. Then you should see a wordpad with your User_Name. Click on it and scroll down until you see "adminlevel=0".
On the "adminlevel=0" change the 0 to the highest admin level there is. Easy Peasy.
