This has been a problem for longer than you've probably even joined SA-MP.
Bots connect to the server and disconnect before the server fully registers them as a connected player. Ask your server hosting provider to look through any network/firewall logs and ban any IPs that constantly try (re)connect to the server at rapid rates.
