You will need to download filterscripts from the forums in the Filterscripts and Includes section. After that, place the .amx and .pwn files (some only have .pwn files but don't worry, if you compile it, it will auto make a .amx file) into your filterscripts folder, open the .pwn file, compile it, and put the name of your filterscript file name into the server.cfg filterscripts line, then start samp-server.exe.
