You should not ask on the SA-MP forums for help with these kind of problems, you are better of going to a computer store and ask someone who works with computers daily and is qualified..
Regardless I'll share what I think about it anyways, it seems strange that a laptop would not work at all anymore after a failed bios update, but I guess it's possible. though it doesn't necessarily mean you can now throw it away or should swing with a hammer at it >_>, in fact I think resetting the cmos/bios will fix your problem.
You can do this by opening up your laptop and find the clear cmos jumper and placing it on the other side for a few seconds and then placing it back or, by removing the bios battery and shorting the positive and negative for a few seconds.

But, I do not reccomend doing this yourself, especially cause it's a laptop, you're better off going to a computer store like I said before. If you do however plan on doing this yourself then don't blame me if you mess up your laptop even more

EDIT: @DVDK - it is not 'damaged', the bios firmware was updated and got corrupt in some way, this can be fixed by resetting it and hopefully after a reset the laptop will be able to start again.
EDIT2: At least this worked for me a few times (I've worked at a computer repair shop for a while), it should set everything back and undo-ing your failed update, but maybe not... again you're better of going to a computer shop and see if they can fix it.
