Your bios is damaged now, ive had this problem myself some time ago. Some models have a backup chip or other methods to reflash the bios. Search for bios recovery and your laptop/used mainboard.
As older models and especially laptops do not have such options very often, there might be no possibility for this.

In that case, open your laptop and search for the bios flash chip (mostly a squared, flat chip that can be removed) and write down all infos printed on it. Or try to ****** what chip is used in your laptop. Now search for the chip model (one of the numbers, mostly some letters followed by a number) on ebay or ******. Add "bios" if you do not find anything or try another number from the chip.
You should find something like "Preflashed bios chip" or "chip repair". There are some people/shops who sell chips with a working bios on it, especially for damaged bioses like you have. Select a chip flashed for your laptop (be sure it uses at least the same bios like yours, you can find out which bios you need with ******), it will cost around 10-20$

Edit: Ignore the recovery part, wont work if you cant even start
@DVDK: Nah, it is not broken, just get a new chip or send your old chip to a reflash service or in case of emergency to the mainboard distributor.
