Well theres a new emb in samp 0.3c, you need to just do tis

SendClientMessage(playerid, 0x0, "{(HEX_NUMBER)} Welcome to {(HEX_NUMBER)} ...");

Predefined colours can just be like

SendClientMessage(playerid, 0x0, "" COL_RED" Welcome to "COL_BLUE" ...");
