As far as I know Float is Case Sensitive. So try

new Float:x, Float:y, Float:z;
GetVehicleVelocity(GetPlayerVehicleID(playerid), x, y, z);
SetVehicleVelocity(GetPlayerVehicleID(playerid), x*1.2, y*1.2, z*1.2);
}
