No Webhosting company would allow you to host a "SA-MP server" on there webhosting, Not paid not free, Just about none give shell access or none at all really because it can lead to problems.

The Ram likely not, Need atleast 512MB for safety reasons and 100GB a month transfer would only get you like having only 25 players on the server all the time if you have more it wouldn't hold, And the fact its a VPS and that kinda space i can just bet the CPU is gonna suck as well for it.
