Okay so here's the problem:
Lets say im at the door of LS PD, and im seeing the building just next to it. It dosnt show the details, and when i fly/drive threes appear while I drive, and that makes gaming imposibble and anoying. In windows vista it worked good, no problems but in win7 Dosnt. Tried compatibility fix but gta dosnt open if i do.
I have a good machine, with a 9500GT DDR3 512MB, so that isnt the problem, and i have weapons skin modded. Please help me.

Uninstall mods.
Increase draw distance.
Get a better computer and download as much mods as you want.

Well, you could try deleting gta-sa.set in My Documents/GTA San Andreas User Files.

Im afraid you will have to uninstall your GTA and keep it clean if you don't want to experience more problems.
