I don't believe at this point that it's an SA-MP problem.
Some people started reporting this problem after installing a certain RC, so you would think it was something introduced in to SA-MP. However, if they went back to previous RC's the problem was still there. So most likely it wasn't something added to SA-MP but perhaps a Windows update that occured during that time.
If a solution becomes clear I'll post it as a sticky. If it requires an SA-MP client update I'll do that also.

Mhh i did something a while ago ( i have 2 GTA folders)and the 1st one wasn't working, it allways crashed me (it had the original name "GTA San Andreas")
.... try rename it to "GTA San Andreas 2" or something. I did and it worked for me.

Edit: Reinstalled GTA in a different folder and I removed the compatability mode, running as it is on Win 7 Ultimate. SA:MP keeps crashing, however I SAMP_DEBUG.exe is working. Maybe this helps a little.

Well, I've upgraded from Vista Ultimate x64 to Windows 7 Ultimate x64. Had the compatibilty mode turned on and set to Windows XP SP2 for both gta_sa.exe and samp.exe. I've experienced this same error code at my first try at running samp after upgrading my operating system, and my first try at resolving this issue was to turn off the compatibility mode, and, well, it worked.
