can ddr3 graphics card work on ddr2 motherboard?

Of course you can add a DDR-3 Graphics Card.

the pci ports are what matter with mobos & graphics cards

Yes, you can. I've got a new graphic card yesterday. Gainward GTS 250 512 MB DDR3... It runs good, but not in full speed on AMD Athlon 3000+ 1.9 GHz processor and 450W... Also i have Abit KN8 motherboard (DDR1 i think).

the only thing you have to look out for when your buying a videocard is the slots.
for example most new graphics cards are using PCI EXPRESS x16 Slots, so make sure your mobo has them or you wont be able to get it on there.

As far as ram goes, i know thats not possible. DDR2 and DDR3 is off by 1 pin. But as far as Graphics Cards, i dont know.
