Actors with custom skins works like NPC's. When you aiming at him, then actor raises hands up and try to walking or fighting with me (but he can't moving).
With normal skins ID everything is okay.

I had some more problems with RC3-2 when I tried to load Liberty City, some chunks of Saint Mark's street was missing because it couldn't load, but RC3-3 fixed most of the issues, now it's fine, however this one error remains. I attached that dff file.

That screen means you are out of SA bounds. Respawning/teleporting and/or killing the player usually fixes it.

I have one question. For large custom objects, is better when I use baseid 19379, or better is choose another object ID of similar size for this custom? I think large baseid object can consume more memory for rendering.

Object size doesnt mean much (or anything at all). Its the polygons count and texture size (mostly texture size for simple objects)

No. This is a RC (release candidate). This releases is useful for developers and server owner for test new features, report bugs, etc... before release final version for public (players).
