A: You have to install these Microsoft C++ redistributables. You'll need the x86/32bit downloads.

I can pretty well see 2012 there and I also have 2015, I took the screenshot before installing it.

The server is using mysql 2011, I'll upgrade so the error will probably be gone.

I had the same issue with you but the problem was a missing file from Microsoft C++ 2015 redistributables which it took me 1 week to find the issue.

I solved the problem while i added manually the missing file: api-ms-win-core-registry-l1-1-0.dll and everything was working fine.

Note: I had an error with XAMPP when i was trying to run my own server and this solved the whole (1week case). Even all games wasn't working before i manually added the missing file.

Question: Did you tried using the program to see if you got any error with MYSQL / APACHE?
