I would suggest you start with the Wiki, https://sampwiki.blast.hk/

Its like the Bible of SA-MP containing all the things/requirements you need to make a server. Trust me, its a good place to start. If you're that kind of guy who doesn't like reading, some videos can help by simply searching through your Search engine, for SA-MP beginners videos and so on.
