My fps was like 30-50 yesterday and now 18-20

Close everything in the background. Literally everything that you don't need. Then you'll have a slight increase, if it drops let your PC/laptop cool down.
Really though, get a new PC/laptop, yours is rather out of date. But still should be able to play something as old as GTA:SA just fine.
