In the normal GTA and MultiPlayer, my loading bar only loads halfway, why is that?

UPDATE: I've replaced my gta3.img to the original one and it still loads halfway.

I got a radar mod and edited my GTA3.IMG with Alcis editor, but that doesn't work, so I had that problem from then on, then I reinstalled GTA completely, and SAMP, so I tried to reinstall my gta3.img aswell, but still didn't work

Remove your GTA SA' cache data and re-install GTA SA in another folder/ directory.
