In fact, it is possible but only if you have a laucher with a program that scans files of GTA San Andreas folder.
I don't see an another solution.

it will scan your folder and not the client side folder.

The Cleo files are additional files in the GTA San Andreas folder.

Yep, i know. And how can a program have a access to clients file. The program is allocated on your computer.
