They're more than likely on dedicated servers. Yes, you should be able to setup a SA-MP server on a Linux VPS. If you're going to go with a VPS from OVH, don't go with their classic end, it sucks.

I use the classic VPS for small scale webhosting. Lightweight samp servers also work, but it isnt fast enough for bigger gamemodes or more than a few players.

With classic? You can set your player limit to whatever you want, that doesn't mean you'll be able to handle that many players. Set your player limit to what you think your server can handle. If it's a small OVZ VPS, 50 is reasonable.

Without trying to get into too much detail, last I used their classic range, it was terribly oversold, network wasn't available, and during peak times I couldn't even access the server. Support was a joke.
