Yep, so those are bots. Every bot has id 1, so you kick them?
Try to use an anti-bot system like this: https://sampforum.blast.hk/showthread.php?tid=280974
If you already have a anti-bot system and it kicks them, but still always get the join message, you should put a register/login system for your server and then send the join message when the player sucessfully logins.
That way you get rid of bot join messages.
