is there anyway when i mute/jail player and that player has left the server and another player joined with the jailed/muted player's id he got no jail or mute, sorry for my english

Yes, reset the variables used in the process on disconnect.

When the jailed/muted player leaves the server, save their time in their user file and then reset the variables.
