its not in the file Located and its supposed to be.
when I do search I find it but it takes 10 minutes last time I checked it was in a Tottaly Diffrent Folder
But I dont remember,
Where is it?

I had a series of these vista problems, What I did is I extracted my GTA San Andreas folder onto my desktop, and my /savepostitions and pictures came back. But its strange that the ban files dont come back, are you sure?

the samp.ban file should always be in the same directory as samp-server.exe
if its not, something is very wrong.

The SAMP.ban on Vista works for me just fine.

Create a new samp.ban.
Vista isn't actually supported (by SA:MP or for SA:MP), so you may experience issues with it. The best thing to do in your case is disable UAC ("User Account Control") - the annoying thing that dims your screen when you get an alert to unblock/uninstall/modify something (no point in using it anyway, it's actually easily breached from what I've heard), disable UAC in your control panel and this should fix any permission errors.
The UAC usually tends to result in bugs with savedpositions.txt too. I moved back to XP, otherwise I'd give you a full-on guide on how to disable it,
