Could this be fixed?
In basic as lower FPS you got as faster you move.
It also happens on foot, just in water you can see it more clearly, especially at 20 FPS.

And high FPS people swim with very low speed.

That's the fault of the game engine. There is no consistent movement speed for different frames per second.

/fpslimit 90 >> High Frame Rates and low game speed
/fpslimit 45 or 50 >> Normal Frame Rates, Normal speed.
/fpslimit 20 >> Low Frame Rates, fast game speed[You can run/swim fast]
