Well,I had the same type of bug 2 days back or such. Delete the Userdata.dat in the SAMP Folder located at My Documents and re-install SA:MP. Should work fine then.

I've had this same problem in my Internet tab but i fixed, Cause of your Internet connection problem. Or you should be uninstall your SA-MP Server.!
I did reconnected my router during i got fixed my problem, so i belive you can fix...them
