Depending on your Script Race/Dm.., but actually this may run about +200 players.

Is that the port speed? You should be fine running any amount of players with that. Even 100 Mbps is fine for SA-MP.
But look for a server with a Gigabit port (1 Gbps). They are offered by so many companies nowadays.
Also, 32GB RAM?
A 4GB RAM is enough to handle all of your server requirements (gameserver, website, teamspeak .etc)

Keep going until stuff slows down, CPU and HDD I/O are a bigger worry at this point.

On my server each player uses like maximum of ~29kb/s of the server's upload speed.
so 29KB/s * 1000 players = 29000KB/s = 28MB/s = 224Mbp/s of upload speed.
try playing around on your script while pressing F5 and u can watch the usage, then u will be able to calculate it for other players, it's not EXACT but close enough.
1gbps is for HIGH playerbase, if for example each player is at 100KB/s that will be 97Megabytes -> 776Mbp/s.
100kb/s is no usual, not all players have more than 1mb of upload speed.
the bandwidth is all about your scripts anyway.
