When I go to play SAMP and pick the server the loading screen for SAMP comes up for a few seconds and then crashes and I have to restart my computer.

Delete all san andreas files and re-install them.
Remove all mods if you have them, update all drivers and software needed to play the game if needed.

Run it as administrator, As 'otsho' has said re-install your whole GTA San andreas and remove all the mods (if you have) And it should work

PS : Update your drivers and software
