TITLE says it all but little bit of detail.

At the first time i installed gta sa to my PC and also samp its working. and then 1 day my friend asked me to download and install "EVOLV3" (https://www.evolvehq.com/welcome) it installed .NET Framework 4 and always when i have that version everything lags like: *******,GTA, etc.and then i uninstalled evolve3 with .Net Framework 4 and reinstalled .net framework 2 cause my SAMP won't work already, the reason im saying samp is not working because when i run gta_sa.exe it works(as singleplayer OFC) and then when i run samp.exe it opens and then when i tried to connect to a server nothing pops up like i did nothing, no errors or anything! i need you help guys.

PS:I already tried some of theses solutions given from my first post of this problem:
1. Change the visual dev
2. reinstall gta and samp (did it like 6x)
3. delete the gta_sa.set
4. Task manager and kill/end gta_sa.exe process
5. Run it as administrator ( it only gives me a bunch of errors )
6. get another gta copy

Seems this site is not legit for me.
Anyways , i have also Net Framework 1.1 - 4.0 just try to add net framework and start samp again.
Do you got any crash from gta-sa.exe? or anything suspicious?

Try downloading GTA- SA from another link. Remove any mods if you have any.

Hello there. First off, what OS are you using?
Are you by any chance using several monitors?
Are you absolutely sure that you have the latest version of SA-MP installed?

Try this one:
1.Uninstall samp
2.install it again.
3.Change the Gta Location (re place it)
4.try to open samp while you change your GTA location, samp'll find

If this doesn't work, may you send me the picture of problem
Also try to open samp with task manager...
