I've put up with this for a while but I've tried all sorts to get it to work and cant think of anything else. Simply put, the SA-MP cursor texture does not move when I move the mouse, however it's just the texture. I can still click things but it requires me waving the mouse about for ages until the thing I want to click indicates it's being hovered over (doesn't help that the mouse isn't very good). The in-game San Andreas cursor works fine (I wonder why the SA-MP devs didn't just use the original code as an example?) and I can use everything, but it's annoying for the revolution of GUI in SA-MP these days 
Things I've tried:
I think it might be a SA-MP incompatibility with the oldness that is this computer. But if so then I will have to hope that a developer might be so kind as to add an extra 'if(!ancientPC)..else [more_oldskool_method]' somewhere in their custom cursor code.

Things I've tried:
- Rebooting
- Re-installing SA-MP
- Disabling the SA-MP config setting "multicore"
- Shaking the mouse
- Clicking lots of things and rapidly waving the mouse around in the menu
- Clicking lots and rapidly waving the mouse around while playing
- Rapidly tapping the TAB button (bad choice of button BTW SA-MP - it's a common key for playing!) to show and hide the player list / score board
- Deleting SA settings file
- Changing various SA settings to try different resolutions
- Messing with graphics related system settings
- Different servers
- Any random idea posted online about similar but not the same problem (they couldn't use the mouse at all)
- Ryosuke's Mouse Fix (actually for fixing menu mouse functionality but I thought I might as well try)
- Not doing anything
- Praying
- Attempting to encourage the mouse by playing a flute, as inspired by the pied piper
- Violent threats
- Human sacrifice
