Well in my opinion an IP address would belong to a certain network and therefore is a private posession. Just my opinion.

Its owned by ICANN and distributed to the service provider, so they never really "own" the IP range. They are simply allowed to use it.

Make sure morons who give irrelevant/innocent IPs go through a filter to see if they are any VPN/Criminal stuff in it

The entire 74.115.*.* range resolves to "Anonymous Proxy" if that's useful for anyone, it's most likely used under Hotspot Shield.
Also, hotspot shield has been known to use 10.40.*.* IP addresses
CyberGhost VPN has also been known to use the range 213.6.*.*
