I am new to the forum and heard to post a forum advertisement you need 5 rep or more, now I have 5 rep and try-ed to start a new thread and it didn't let me..

vBulletin has a task scheduled for promoting people to a certain group which is likely the case for allowing posting to advertisements, normally it's done every hour to every day depending on how the webmaster set it.

Wait a bit if it doesn't happen, then try to contact somebody from the SAMP team.

I had 5 reps before, and i had to wait less than 24 hours for my account to be activated.
if you still can't, try sending a msg to an administrator
