Okay so I've been having issues with health bars and I found that it's to do with DirectX 9 / 11..?
I tried installing DirectX 9 but it said it was incompatible..

Does something else looks weird then just the health bar?,
maybe it could be your screen resolution settings...
Have you tired with that DirectX that comes with GTA? (I think it does)..
Don't rember if it's 9 like you said..

Basically everything works fine expect when I /spec people... Their health bars don't show.
It works fine on my Windows 7 Computer but I recently bought a Windows 8 computer.
Windows 8.1 preview shows no health bars at all.
Windows 8 doesn't show health bars when /specing.
Like I said, windows 8 isn't compatible with DirectX 9

Try to remove this Documents => GTA San andreas user Files => gta_sa.set

Please check that there isn't any d3d9.dll or any other directx .dll's shouldn't be in the root directory of GTA San Andreas.

It works on my other laptop just not this one...
Old laptop: Windows 7
New laptop: Windows 8
