go to cmd and type ipconfig /all, then find "IPv4 address", that's your IP

not any tutorial need for that
just run samp-server.exe
be sure u must have visual c++ and netframework 3.5
for ip u most goto : ipchicken.com in vps
that numbers are your ip
for server.cfg
just open with notepad and edit line 'port' too "port 7777"
so ur server will :
ip:7777
