I think it should be a rule that if your rep reaches a certain negative level that you get banned.
I mean, if your rep is low enough, it generally means you're a poor member.


Only problem is probable abuse.

Thats what i feel too. I dont know why someone wants a Negative Reputation. That actually means no one agree's to you at anything. Also you're a poor member like Joe stated.
