How can I make it so that my server has local chat?

You'll need a for (or foreach) loop that goes through each player, seeing if they're in range of the person who typed the message. You'll need:
IsPlayerInRangeOfPoint https://sampwiki.blast.hk/wiki/IsPlayerInRangeOfPoint
OnPlayerText https://sampwiki.blast.hk/wiki/OnPlayerText

Seriously? use a proxdetector or SendNearbyMessage Much easier then using ^^^ That could interfear with future commands of yours

I use proxdetector but now in the red line
