Hello,
Today i have upload all my server files to filezilla and all transfer successful but the may thing i dont know the server will auto start or i need to do some thing in filezilla to start it?

you uploaded files on vps ?
if yes then login to your vps cp via ssh do cd samp03 and then nohup ./samp03svr & hit enter and you are done !!

hello,
i got the same problem with my vps samp server i went in my server and did /rcon exit.
i thought that it will auto open but it didn't so how can i open the samp server using filezilla?
bec i got my files uploaded via filezilla.

You have to use a SSH client like PuTTY and start the server using the cmd "nohup ./samp03svr &" .

Well you have to gain Acess to the control pannel or have acess to the VPS via a sub-user account If you want to start the server by your self using a SSH client.
Btw Do you actually own the VPS that you are talking about?
