I usually just press 'new' on pawno, for gamemodes and filterscripts...
There should be a new.pwn in ur pawno folder which shows near all callbacks u can use.
I don't really have an explanation for a filterscript, I would say its like an external script, not directly connected to the gamemode. Something you want to be toggled off and on if neccesary.
