Which data base is more helpful for players and admins, MYSQL or normal, and why?? please tell me,

I would prefer normal, as the files are more solid and can't easily become broken or damaged. So, I would recommend you to use normal instead of using MySQL.

But that's up to you, and what you think is best for yourself, your community, and players.

I would recommend you to go with MySQL, because it is faster and easier to use.

Mysql is truly the best. Very fast and you never need to move thousand of user files.
