There is someone is trying to hack in myserver, Everytime i ban him, hey changes his IP. and when i rangebanned his entire country, he starts to use proxy IPs, any idea how to fix that proplem?

and he makes himself an admin while my '/makeadmin' is

I dont think that he hack in thru samp server (exept if you use mysql for saving/loading stats and info)
Also im suggesting you to change all passwords (CP,rcon,account,ect...)
