First look, it looks good.
Just doesn't look very proficient.
One thing I noticed, is you constantly spam a sort of "clearchat" thing the tutorial, which is COMPLETELY retarded.
You could simply check if the player is logged in, spawned, and NOT IN THE TUTORIAL to receive the command to prevent from the serious lag it causes.

Tested for 2 hours, at first look, thought that something there was special, but after 2 hours, i've noticed that script is so messed up, so many pickups have no function, they are kinda useless, there is stuff in SF and LS, 2 cities? Come on? For a server with 0 players, even LS is a BIG thing to attract players, so i doubt that anyone will stay on the server where you have 2 cities ready for playing, would be good to move everything back to LS. Also, Language is half romanian/ half english ( bad grammar ) has to be re-written. vehicle system is kinda buggy, once you buy a car, it says that you own 2 cars, and you can't buy 2nd car, Gates are also bugged, anyone can open them with simple button. Passport system? No use of that by the way. I believe there are so many bugs around, just need testing and experienced coder to fix this GameMode and make it stable and playable.
Final word: Good luck EDITING script that is a total mess and you are not familiar with it.
