Hello everybody i just want to open this thread just to know how REP system works. I gave some to some users and their REP increases between 1 - 4 for one given. Someone gave me 3 - 4 reps but i STOCK with the same REP.

And what is the difference between the grey color and green color?

Grey color = your reputation doesn't count, so it's useless (It's grey if a newbie gives you +rep with less than 50 posts and if he is registered since some days)
Green = counts

If i give you +rep you will receive 9 because i am here for 3 years, have more than 1000 posts and whatever.

Gray color*
That means the user who gave you rep does not have the needed post's to rep.
gray color = inactive rep(will never get active)
green color = active rep

@kikito i don't think which mode is more correct between grey or gray, as long as i know it's grey, whatever thanks for your help both of you

It can be configured to show who gave you reputation via the admin panel. It can also be configured so it allows negative votes. Not quite sure why both are disabled...

It's not based on time; I can give 10 rep.
