.NET framework issue, solve this and get a cookie!

Okay so, i am only posting here because i have reached the point of desperation. Ever since i bought a new computer i could not run Terraria (and yes, i bought it off Steam and installed everything that was needed). I listened to my friends advice and tried to re-install .NET framework, everything seemed to go well until i reached to point of installation. At about 20%-40% of the installation the installation suddenly stops and rolls back the installation and gives me a ".NET framework did not install. Fatal error occurred".
I tried everything; all sorts of programs and cleaners, visited dozens of technical support forums and nothing helped...
If you help me with this i will forever owe you!

I own a laptop with a Windows 7 operating system installed. Thank you for your help.

Well seems you have run out of all options, the only option that comes to my mind would be format your pc again, reinstall your os, then try to install .net 4.0 and then your game. Hope that might solve your problem.

What so you mean, "you cant create a backup of that." Ofc you can. All you need is a HDD. About 250GB or 500GB HDD would be useful if your going to backup large files. Anyway even I would suggest you format, your laptop then try installing.

How could that help fixing the .net framework?

I had this problem too, try running the installer as administrator. Fixed it for me

Attempt installing the .NET framework in Safe Mode (with Networking). Ensure that the Windows Installer Module Service is running after booting into Safe Mode, though. (Administrative Tools > Services - or - CTRL+ALT+DEL > Task Manager > Services)

It worked for my schools technicians anyway. (lol)
