Saints Row is not really comparable with GTA. Lately GTA is trying to make a realistic type of sandbox, where you play some kind of criminal.
Saints Row on the other hand wants to have the most fun as possible, the only thing they have in common is that they're both sandbox and have a massive open world.

Back to the arcade style they had at San Andreas, Vice City and III. Which won't happen.
