Have you forwarded the ports?

What router brand and model are you using?

Have you given your friend your WAN IP and not your LAN IP?
You can use http://ipchicken.com to check what this is

Extra:
Is 'announce' set to 1 in the server configuration file?
This is only necessary if you want your server listed on the master list (again, this will only work if you have port forwarded correctly).

Also for future reference, it would be better if this was posted in the Server Support. It's also worth checking that since theres already quite a few threads with the same issues

You need to port forward the SA-MP port to your LAN address (192.168.1.1 for example). You can find this out by using the command prompt;

Start > Run > 'CMD' > 'ipconfig'.

I'm not familiar with the router you are using, but there should be a page for this by logging into your router admin page and looking for something on the lines of Firewall/Virtual servers.

I found this, it looks like it's for an earlier version but it may help;
http://www.skyuser.co.uk/index.php?news=1199

Follow the instructions. Obviously you will input the SA-MP port you are using for your SA-MP server and the LAN address of your PC instead.

Hope this helps

Portwarded your server setting a rule in your firewall, also make sure you have a static ip addy.

You should portforward your ports(7777) in your router like
UDP:7777
TCP:7777
And then save it to your PCprofile!
then..go check if your server is online with this program:
