This sound is used with PlayerPlaySound and is id 1097. But I've never heard it in GTA SA Singleplayer, here is the song (it is this video I made on CrazyBobs, the first song):

Quite a few skins, interiors, objects and sounds from you can access in SA-MP weren't generally accessible in Single Player, you had to figure out a way of unlocking them, similar to the way that Hot Coffee Mod was embedded in to GTA SA.
I don't recognize that sound from anything in single player, but that doesn't mean it wasn't present in a mission or something.
