I have 1.5tb of bandwidth, and i have been hitting 20 players and everything. And that's 1.5tb a month how many players could i support a month if my server was full all of the time?

The amount of bandwidth used varies depending on on things such as your script, player density and server settings. However, if your 20 players use 1.5TB of bandwidth a month, 500 would probably use 37.5TB a month.
However, 1.5TB/month for 20 players sounds a little on the high side. Are you sure this purely down to players on your server?

No they don't. I'm not sure how much they use, i meant to say i have 1.5tb to use

My server used 1.15 TB in/out together (also hosting forums & various websites). Playercount varied from 20 to 100 players. I also decreased the onfoot rate (from 40 to 30 I think).

You should make sure your server hardware will be able to support several players. Some scripts vary, so test this on all scripts you plan to use while your server is online. Grab some friends, tell them to grab their friends and make sure the server can function properly in the necessary environment before purchasing a load of bandwidth.
As far as the bandwidth goes, you would be much better off going with an un-metered host as they must provide you with as much bandwidth as you need at no extra charge to you (read their terms of service though).
It would also be a good idea to make sure that you are running the SA-MP server on a separate server than anything else, such as your website/forums or a voice server such as TeamSpeak.

well i know my web traffic is about 3gbs and then i looked at my statement for last month and i went through 32gbs in about 2 weeks and we typicaly have about 20 players on for a couple of hours at a time.
