This script checks when the player connects whether his ip matches one in the file named blacklist.cfg.
If it matches then the player gets kicked instantly. If not he can play & enjoy the game on your safe & cheater-free server.

you could also add a ban feature like if a blacklisted person comes on lets say 3 times it bans them

When a blacklisted person connects it instantly kicks the person(that means the person's first 2 IP fields are in the blacklist. why add the ip again?). Maybe you were trying to say that a /blacklist add [id/name] command might be usefull right?
