Hi, I'm samp hosting vendor. Like every vendor I complained about the problem am ip and port. Ip and port parameter settings, even if the values would be better instead of server.cfg because customers able to change them. I could not find a solution for this yet. I think this feature is not currently available at. I hope version 0.3 will be added. (Sorry my english is bad )

There are many hosts around that are already able to deal with this, I'm sure you should be able to also. If someone changes the port then you should explain to them that it's against your Terms of Service (if you have any which I suggest you do), and if they continue to do so you can simply cancel their hosting.
